Adds Gitea Actions CI for pull requests, pushes to master, and manual runs. The workflow installs the nightly Rust toolchain and Linux dependencies, then runs cargo build --locked and cargo test --locked --lib. Updates the animation baking unit test to use the committed glTF fixture and its external buffer.
